January 10, 2015: Although the Indian state Tamil Nadu is power-starved, it did not show much interest in the scheme to distribute LED bulbs under the Demand Side Management Scheme-based Lighting Efficient Programme (DLEP), which was launched in recently.
Although LED lamps cost more than the traditional ones, they save more energy than traditional bulbs.
Puducherry has successfully completed the LED distribution scheme while Andhra Pradesh, Karnataka and Kerala have decided to implement it. Energy Efficiency Services Ltd (EESL) senior official said that EESL has asked all state governments to implement DELP scheme as soon as possible, but there had no response from Tamil Nadu. The Bureau of Energy Efficiency (BEE) and EESL, a joint venture of four power sector PSUs, have developed the DLEP programme. Under DLEP, EESL procures LED bulbs in bulk and sells them to households at Rs10, instead of the market price of Rs 400. The electricity distribution companies then repay EESL over a period of five to eight years from the savings that accrue due to the use of this energy efficient lighting technology.
For a state like Tamil Nadu which faces huge power shortage, it is surprising that it is not going in for the implementation of the LED bulb distribution scheme. S. Gandhi, president of the Power Engineers Society of Tamil Nadu reportedly told a newspaper that ?Long term benefits in terms of energy saving will be much more than the initial investment.? He said conservation of energy is must, but the scheme should first target users of generators and commercial consumers, and not the domestic consumers. ?Instead of going in for these LED bulb distribution schemes, we should adopt a scientific approach to conserve energy,? he said.
